Publicly funded agencies at the local level are largely dependent on county funding that is tax based. Agency budgeting is subject to county approval and is often impacted by a decision making process that can negatively impact service delivery. Current re search suggests that Community Service Districts (CSDs) provide better local representation and service administration to community residents than the top down service delivery model of local governments like cities or counties. The Health District of Nort hern Larimer County is a special district in Colorado, serving the northern two thirds of Larimer County, including the cities of Fort Collins, Laporte, Timnath, Wellington, Livermore, and Red Feather Lakes. The Health District provides dental, mental heal th, prescription assistance, cholesterol, and blood pressure testing, quit tobacco, health insurance assistance, and advance care planning services to residents in the district. The Health District is primarily supported by local property tax dollars and i s governed by a publicly elected, five member board of directors that establishes the agency's priorities.
